Job Summary

Title:                    Manager, Business Analysis, Digital Services Implementation

Reports to:         Senior Director, Digital Services Implementation

 

Job Summary:

The Manager, Business Analysis, Digital Services Implementation plays a critical leadership role within Granicus’ Digital Services Implementation team, supporting government clients in delivering impactful online services. This role leads a team of business analysts and collaborates closely with project managers and implementation consultants to ensure successful project delivery and strategic alignment with client goals.

As a key member of the Implementation Services (IS) Management team, you will guide business analysis practices, mentor team members, and drive continuous improvement across discovery, requirements gathering, solution design, and implementation planning.

Essential Functions:

  • Lead and manage the business analysis team, including staffing, performance evaluation, work allocation, and professional development.
  • Provide strategic and tactical guidance to analysts and cross-functional teams to ensure client needs are translated into actionable requirements and successful implementations.
  • Coach business analysts on best practices in stakeholder engagement, documentation, and solution design.
  • Support business analysts in identifying what is in and out of scope to ensure appropriate change orders (task authorizations) are created and approved.
  • Guide the business analysis function across the full lifecycle—from discovery and requirements gathering through solution design, documentation, and user acceptance testing (UAT).
  • Oversee the development and refinement of business requirements documents, solution design documentation, and onboarding guides.
  • Champion best practices in business analysis and digital service delivery across multiple projects and markets.
  • Collaborate with internal stakeholders to align business analysis outputs with project scope, timelines, and budget.
  • Serve as a point of escalation for business analysis-related risks and issues, ensuring timely resolution and client satisfaction.
  • Drive consistency and quality in discovery call agendas, estimation inputs, and documentation templates.
  • Support the creation of Statements of Work (SOWs) by providing validated requirements and scope definitions.
  • Monitor and report on business analysis performance metrics and contribute to financial and status reporting as needed.
  • Act as a subject matter expert on business analysis methodologies, tools, and techniques.
  • Update blueprints within project management tools to reflect the workflow required for successful project completion.
  • Operate with a high level of autonomy and sound judgment in decision-making.

 

Security Requirements:  

  • Responsible for Granicus information security by appropriately preserving the Confidentiality, Integrity, and Availability (CIA) of Granicus information assets in accordance with the company's information security program.

Qualifications:

  • Minimum of 5+ years of experience in program/project management, preferably in a customer-facing role.
  • Minimum of 5+ years in a consulting environment, with in depth experience managing shifting priorities.
  • 5+ years of managerial experience (preferred).
  • Experience implementing Software as a Service (SaaS) or other technical projects.
  • Excellent communication and interpersonal skills with a proven track record of building and maintaining strong relationships with clients (both internal and external).
  • Ability to manage multiple projects and prioritize tasks to ensure deadlines are met.
  • Strong analytical skills and experience with data analysis and trend analysis to identify opportunities and areas of improvement.
  • Knowledge of project management tools, methodologies, and best practices.
  • Ability to work independently and collaboratively within a team.
  • Ability to manage conflict and influence decision-making at all levels of the organization.
  • Strong organizational and planning skills with the ability to manage complex, multi-faceted projects.
  • Proven experience in proactively gathering information about product performance, customer feedback, and market trends to identify areas of improvement and opportunities for growth.
  • Solid understanding of Customer Relationship Management (CRM).
  • Proactive and data driven.
  • Demonstrate and ensure timely and thorough communication of strategy, deliverable status, and results.
  • Have a proven ability to flex between the technical and business sides of your brain – engineers and cross-functional team members alike love to work with you.
  • Can work with multiple cross-functional teams to build and evaluate business cases to support product investment decisions.
  • Have excellent communications skills – listening, verbal, and written.
  • Can drive your team’s success and are a self-starter.

Preferred Skills:

  • Have served as a project manager or business analyst for high-touch clients.
  • Have worked in the public sector.
  • Have experience working with remote teams.
  • Have experience with city/county level planning, and possess an understanding of land-use regulations, zoning laws, and enforcement strategies.
  • Have previous experience with the AMANDA PCL Enterprise product.

Pay Range

USD $90,000.00 - USD $120,000.00 /Yr.
